Innovational and Strategic and Practical Potential of the new European Policy «Health – 2020»

Annotation:
In this article, the basic principles, objectives, direction of actions, goals and priorities of the new European Policy “Health – 2020” have been analyzed. The rationale and steps for creating this strategic document are being described. Given many challenges and demographic, socio-economic, and environmental threats, European health care systems are currently facing challenges for improving the strategy and tactics of health care activities, creating conditions for the healthy de- velopment of every individual, strengthening preventive services, increasing accessibility and quality of care, im- proving primary health care, improving staff training, reducing inequalities in health care, modernization of medical infrastructure. The overall context of the concept justification, the current status and issues in health and health care in the WHO European Region have been characterized. Effective strategies and interventions to achieve the improvement of health and welfare of the population, reduc- ing health inequalities, promoting public health and ensuring the availability of sustainable health systems oriented to the needs of people, are presented. Four priority sectors of strategic actions have been identified, namely invest- ing in health at all stages of life and empowerment of citizens’ rights; addressing the most pressing problems for the WHO European Region regarding non-communicable and infectious diseases; strengthening of the human- oriented health care systems and public health potential, as well as preparedness for emergency, surveillance and action, ensuring the sustainability of local communities and creating a supportive environment. Preventive direction in the new European policy is of priority. It should include a range of activities promoting healthy lifestyle, preventing of chronic non-communicable diseases, investing in the health of healthy people, es- tablishing of a system of continuing medical education, preventing and reducing of smoking prevalence, alcohol abuse, and drug use, promotion of physical activity and development of necessary infrastructure, healthy diet, improved sexual education etc. Current innovative mechanisms for implementing the strategy, including leadership and strategic management in public health, active cross-sectoral approaches, creating new types of partnerships, strengthening social mobil- ity, improving policy coherence, investment and action across all sectors and structures involved, are presented. For successful implementation of the principles and mechanisms of the new European policy «Health – 2020» in Ukraine, it is necessary to substantiate and develop national policies and programs. This is dictated by the need to reacton the new threats and challenges related to demographic, socio-economic, environmental and other changes. Population aging, increased prevalence of risk factors for chronic on-communicable diseases, as well as unhealthy lifestyle, increased incidence of chronic non-communicable diseases and related health, social and eco- nomic losses constitute a global threat not only to public health but also to economy and security. The average life expectancy of Ukrainians is almost 9 years less than in the European Union, and 6. 3 years less than average in Eu- rope. Unhealthy lifestyle leads to high morbidity and mortality, which requires development of up-to-date advanced strategies and mechanisms for disease prevention and providing high quality care to patients. The integral health indicators for Ukraine, current state of health, principles of perspective and methodological approaches to the scientific substantiation of the new national development policies and programs of health care, taking into account the provisions of the new concept of European policy «Health – 2020» are highlighted.
